The TMF (Tribunal administratif des marchés financiers) ruled July 17, 2026 in Autorité des marchés financiers c. Kamaneh, 2026 QCTMF 50 (file 2022-010, decision no. 2022-010-011, Judge Jean-Pierre Cristel), extending the freeze orders another 12 months, to August 4, 2027. Respondents didn't contest.
The underlying matter is the AMF's pump-and-dump case against Ramy Kamaneh and Mohamed Kada Mesli involving Majic Wheels, ICOA, and All American Pet Company on the US OTC market. Original ex parte freeze and cease-trade orders issued April 18, 2022 (2022 QCTMF 18), renewed annually since (2023 QCTMF 21, 28, 72; 2024 QCTMF 4, 36, 59; 2025 QCTMF 1, 50).
The stated basis for this renewal is the parallel penal prosecution the AMF filed June 20, 2025 in the Court of Québec, Criminal and Penal Division, file no. 500-36-010538-232. The Tribunal found the time needed to conclude that prosecution justified another 12 months.
