They aren’t making a Bearish bet, just work to delta neutral. But that’s a lot of stock. Shorts trade at 4-5x more than longs on average. In truth they are awesome to have generating massive volume. Musk was a master in Tesla in the early days baiting and using them. Because squeezes do happen very occasionally. Then he sold stock. Most CEOs are clueless how much value they can be.
